Governments of the past and present have used omnibus bills, or what are sometimes referred to as “budget implementation bills or omni-budget bills”, to propose certain kinds of legislation to Parliament.

These bills have been used for decades by governments of various political stripes, and their use has become well entrenched in Canadian parliamentary practice.
